R&DC is one of the committees established under the Diocesan Building & Development Commission. It was first set up in 1996 and is tasked to undertake research and make recommendations on district and Diocese-wide planning and development matters identified by the Commission.
More specific objectives are:

With reference to Hong Kong's population trends, undertake research to ascertain the Diocese's needs for pastoral and community services in various districts.

As and when necessary, conduct surveys to establish the pastoral and community service needs of various parishes and Diocesan organizations.

Present research reports and development options to the Commission for consideration.

Undertake study, carry out assessment and submit reports on specific cases as assigned by the Commission.
